练兵比武 & 刑罚执行实务

为贯彻全国监狱戒毒系统三年大练兵工作要求，提高民警刑罚执行实务工作能力，根据《上海市监狱管理局2025年人民警察职业技能比武实施方案》相关要求，4月3日，由局教育培训处、刑罚执行处联合主办的“刑罚执行实务”比武竞赛在司法警官学校举行。来自全局各单位的16名监狱选拔赛优胜选手参加比赛。比赛评委由市高级人民法院三级高级法官陈磊、市人民检察院三级高级检察官朱剑虹以及局刑罚执行处、狱政管理处、教育改造处等相关负责人组成。

精 彩 比 赛 回 顾
本次比武竞赛活动分为两轮进行。
第一轮：分组答题

主要考核参赛民警对减刑、假释、暂予监外执行相关刑事法律政策及监狱制度的知晓程度。

16名选手分为四组进行比拼，民警李正、杨梦嘉、伍晓阳、管晨莹分别从小组赛中脱颖而出，进入第二轮比赛。
第二轮：模拟办案

选手依据给定的办案材料和模拟监组数据，进行办案文书实质化审查、是否符合减刑假释条件判断以及刑事法律政策依据问答三个环节考核，由评委根据选手答题表现进行综合评分。

通过激烈的角逐，来自青浦监狱民警杨梦嘉获得第一名，民警伍晓阳、李正、管晨莹分别获得第二名至第四名。

2025实战大练兵
本次“刑罚执行实务”比武竞赛，既是贯彻落实监狱人民警察实战大练兵要求的一项重要练兵，也是我局监狱民警岗位实务技能比武竞赛的拓展、延伸和深化。
观赛人员普遍认为，本次比武取得了很好的成效，一是测试全面，检验了民警业务功底；二是贴近实战，检验了实务能力；三是以赛代训，业务得到了进一步提升。
